Philly residents to vote on surveillance cameras Residents will have an opportunity to vote this spring, though the referendum will be nonbinding, on whether they want a network of police surveillance cameras installed in the city. The final decision will be up to police, and Police Commissioner Sylvester Johnson has said there was insufficient evidence to determine how effectively surveillance cameras combat crime. City Councilman Darrell Clarke sponsored the proposal, which was approved 13-2. Clarke said he favors the cameras but wanted a referendum because of potential public concerns about government surveillance.
