Russia to Boost Military Cooperation with West

Russia is ready to expand military and technological cooperation with Western countries, according to Vyacheslav Dzirkaln, the director of the Federal service for military and technological cooperation. He is leading a Russian delegation to the “Eurosatori-2006” international arms fair in Paris.

In an interview with the Itar-Tass news agency taken on Monday, Dzirkaln named several promising areas of Russia’s military and technological cooperation with European states: the ongoing formation of the legislative framework for cooperation in military hardware; joint research and development work in designing new contemporary types of arms and military hardware; joint production and modernization of arms and military hardware in the interests of third countries; modernization of Russian-made arms and military hardware, including to NATO standards, with an aim to increase the efficiency of its combat use and the extension of its endurance.

Finding mutually acceptable terms of cooperation in military and technological spheres was the most vital issue of Russia’s partnership with relevant NATO structures and the bloc’s leading countries, such as the United States, Britain, France, Germany — all of which are the leading exporters of arms and military hardware, he added.

In fact, NATO doesn’t take part in military and technological cooperation. Therefore, cooperation could be carried out with separate NATO members on a bilateral basis. NATO’ s governing bodies have the right to lay down the principles of this interaction, he added.

Plans for military-technological cooperation in the NATO-Russia format are still being worked out. The task is to lay down the foundation for interaction. Despite the fact that each of the aforesaid countries is a strong rival in arms exports to world markets, Russian defense enterprises still have a chance to develop cooperation with them in separate projects and conduct research and development work on separate military technologies.

“The only condition for this cooperation is strict compliance with Russian laws and observation and protection of Russia’s military and economic interests,” Dzirkaln concluded.
