Russian Upper House Gives Putin Green Light to Appoint Governors

Moscow News | December 8 2004

The upper house of the Russian parliament, the Federation Council, approved on Wednesday a bill canceling the election of Russian governors.

145 senators voted for the presidential appointment of governor candidacies. One house member voted against the bill, two abstained. The candidacies will be nominated by the president and then approved by local legislative assemblies.

The bill was approved by the lower house, the State Duma, on Dec. 3.

The change is aimed at strengthening the federal government in the wake of a spate of deadly terrorist attacks. The proposal was made by the Russian president Vladimir Putin after the deadly school attack in the South Russian city of Beslan.

Governors, in turn, will have broader powers over regional administrations.

Opponents say the change only increases what they see as an authoritarian tendency in Kremlin policy.
