Evidence of the reported power-down of World Trade Center building 2 on the weekend prior the apparent demolitions of 3 WTC towers on September 11, 2001, may very well be reflected in the Con Edison utility electricity billing records of WTC tenants.
However, utility records within NY state are not subject to NY state open records laws:
The Committee on Open Government has expressed the opinion that public utilities are not governmental entities or "agencies" under FOIL and, therefore, public utility records would not be subject to disclosure. Comm. Open Gov't, FOIL-AO-3019 (1983); FCIL-AO-l 049 (1979).

The following 2/24/2008 Freedom of Information Law request of the Port Authority of NY/NJ did not provide any responsive records:
Billing statements provided by the Con Edison electric utility, for the final 2 billing periods for electricity usage, for the Port Authority of NY NJ offices that were located at World Trade Center building 1, floors 3,14,19,24,28 and 31.
A Freedom of Information Law request for similar utility billing records of the NY State Department of Taxation and Finance is still pending. Offices for this NY State agency were located on the 86th floor of WTC 2, part of the region of WTC 2 potentially affected by this reported power-down condition.

However, an independent investigation with potential subpoena power, like that proposed in New York City, may be able to bypass closed records laws of New York state and obtain Con Edison billing records that may reflect a reported and apparently unprecedented power-down of the WTC only 72 hours prior to its unusual destruction.
