America's most senior military figure says he is "appalled" by pictures of abuse against detainees in Iraq which the Obama administration has refused to make public.
In a highly sensitive memo, obtained by Fox News, the Chairman of the Joint Chiefs, Admiral Mike Mullen, writes: "I am appalled by even the suggestion that someone in an American uniform would behave in such a way.
"We haven't all absorbed or applied all the lessons of Abu Ghraib."
He sent the memo to service chiefs and battlefield commanders on July 10 after viewing more than 1,000 classified photos.
