Iraq Extends State of Emergency, Arrests Without Warrants, Night Curfews

Associated Press | January 6 2005

BAGHDAD, Iraq -- Iraq extended a state of emergency for another 30 days on Thursday because of continued insurgent attacks in the country.

The state of emergency, originally announced two months ago, will continue throughout Iraq except for the Kurdish run areas north of the country, interim Prime Minister Ayad Allawi's office said in a statement.

"As the gangs of terrorists continue their hostile activities to prevent the formation of a government and stop the peaceful participation of Iraqis in the political process, the Council of Ministers has agreed to extend emergency laws excluding the Kurdistan region for 30 days," the statement said.

The renewal came as insurgents trying to prevent national elections scheduled for Jan. 30 have increased attacks on security forces throughout the country, killing at least 90 people this week.

The emergency decree includes a nighttime curfew and gives the government extra power to make arrests without warrants and launch police and military operations when it deems necessary.

"It is renewed," Allawi said of the state of emergency. "We will be having the elections. We expect some escalation (of attacks) here and there. This is a precaution to protect the Iraqi people as well as the elections and the process of the elections."

The state of emergency was first declared on Nov. 7, for two months. Hours after it was declared two months ago, U.S. and Iraqi troops launched a major attack on the restive city of Fallujah to oust insurgents.
