Should Philly Install Surveillance Cameras? PHILADELPHIA Voters would be asked in May if the city should install video-surveillance cameras on public streets under a proposal a city councilman introduced Thursday. Camera systems in other cities including Chicago, Baltimore and Wilmington, Del., have been credited with helping cut crime, though also criticized as an encroachment on civil liberties. “This is something, given the sensitive nature, that I know personally I would want the citizens to ask for it ... as opposed to us imposing this ‘Big Brother’ atmosphere,” Councilman Darrell L. Clarke said.
