Is this a Fighter over NYC just after the first plane hit the North Tower?

I stumbled across this image while searching for images of the first plane crash. The source site

has this as the first picture in a sequence of about six photos taken by someone from level3.com located fairly close to the World Trade Center. (Be warned before clicking on this link, the site is extremely slow. Also these sites have a tendency to remove stuff when they get loads of traffic from sites like mine.) Just to clarify - it looks like one big tower but the edge of the North Tower (closest) is obscured by the pole. Judging by the harmless obscurity of the site I found it on I would be extremely surprised if it is a fake
At first glance I thought this was a passenger plane - if it is, what is it doing so close to Manhattan air space?
However after messing about with paint shop pro I got this:
To my untrained eye, it looks a lot more like an F-16 than a passenger plane but perhaps someone could correct me?
So what does it mean?
The official story has scrambled fighters still eight minutes away when Flight 175 crashed into the second tower. As many have already pointed out, this is a ridiculous story in itself when intercepting wayward passenger planes is absolute routine.
What would make a lot more sense is that fighters were scrambled to intercept Flight 11 but were ordered not to attack any of the planes. If this is a fighter it could easily have intercepted and possibly shot down Flight 175 to save over a thousand lives. After seeing what happened to the first plane I don't think that the pilot of this fighter would have hesitated.
If it is, in fact, a passenger plane, it could be an additional piece of evidence to support the theories of 'plane-swapping' as detailed in:
